The Federal Cultural Foundation strives to motivate partners and interested institutions to address long-term processes of transformation which will define our future. With its new programme hochdrei – Changing City Libraries, the Federal Cultural Foundation is encouraging city libraries to re-orientate their resources and event formats in order to establish themselves as open places of encounter.

The programme 360° - Fund for New City Cultures is working to develop new models which demonstrate how cultural institutions can effectively address the topic of immigration. TRAFO – Models for Culture in Transformation supports organisations which are looking to adopt new forms of cooperation and engagement so that they can continue offering cultural programmes to infrastructurally weak regions in the future.
